Long Beach Community Action Partnership is accepting submittal of qualifications to perform weatherization services for the Weatherization Program. The Weatherization Program performs various energy-saving improvements and alterations for qualified low-income clients. LBCAP’s Weatherization Program serves households in Eastern Los Angeles County, and work may be minimal to extensive (caulking & weather stripping to sidewall & attic insulation, HVAC services, etc.). Building types served include single family dwellings, multi-unit dwellings and mobile homes.

LBCAP will accept submittal of qualifications on a continuous basis under this RFQ, until amended or revoked. The evaluation and selection of bidders will be made as submissions are received, with contract negotiation and execution occurring after each qualified bidder is selected. The agreement term will be for a period of eighteen (18) months for services funded by the agency’s active Low Income Home Energy Assistance Program (LIHEAP) and Department of Energy (DOE) contracts as of the date of agreement execution, with options to extend the agreement for additional periods.

The successful bidder(s) will be responsible for such weatherization measures called for by program guidelines as outlined in the State of California Department of Community Services and Development Weatherization Installation Standards (WIS), LIHEAP and DOE weatherization guidelines.
